Morocco's draft Finance Bill for 2027 (bill no. 60.26) is now before Parliament, and the ministry published its explanatory note on 23 October 2026. It is still a bill, and Parliament may amend these measures before it is passed.

  • Hydrocarbons: the corporate tax rate rises from 35% to 40% for companies that import or distribute hydrocarbons and have net profit of MAD 100 million or more.
  • Investment subsidies: today, a subsidy used to buy a non-depreciable asset other than land (such as goodwill) is taxed in full in the year it is received. The bill would let companies spread it over 10 financial years, as they already can for land.
  • Importers reselling goods as they are: a 5% advance on corporate or income tax, based on the customs value, would be collected at customs clearance for 60 months from the first import. After that, it would apply only to importers that cannot present a tax-compliance certificate. The advance would be credited against tax instalments (or the minimum contribution) and against the tax due, with any excess refundable. It would not apply to goods under customs economic regimes or to imported capital goods.
  • VAT withheld at source (Art. 117-IV and V of the Tax Code): withheld VAT would be treated as a payment made on the supplier's behalf. It would be offset against the supplier's VAT for the period, and any excess would be refunded on request, using a form set by the tax administration.
  • Payments: bank deposits would be recognised as an accepted means of payment under Articles 11-II and 106-II of the Tax Code.
  • Employees: the income tax scale would be reformed in stages from 2027 to 2031, with a tax-free band up to MAD 60,000, three bands at 10%, 20% and 30%, and a top rate cut from 37% to 30%. The flat deduction for employment expenses would rise to 45% for all employees, capped at MAD 35,000.

Companies should now review their import cash flow, their VAT withholding position and their 2027 payroll.
